As a property manager, it's a good idea to regularly inspect your rental properties. But for a full systems inspection it would seem that the best time for an extensive and complete inspection is prior to a tenant moving in and after a tenant moves out.

The typical Home Inspection itself is designed to locate only the most severe problems. That overlooks the fact that many small plumbing problems eventually become very big ones. There are few things that are more destructive than water.
Therefore, your Plumbing Safety Inspections should be completed by a Plumber not a Home Inspector. It is crucial that you know the state of the systems within the property to avoid issues and keep repairs to a minimum and within budget. You have to be sure of the condition of the property's systems before it is leased again. Plumbing should be at the top of that list.
A Home Inspection is supposed to tell the Lessor that they can rent the property out with confidence, that the rental is problem-free. However, despite the inspections being performed on the vast majority of rental properties, too often after the property is once again leased, a plumbing problem occurs, and the Owner has to pay for repairs that would have cost far less had they been caught in the inspection and repaired prior to leasing.
In addition, the Home Inspectors agreement usually has language within its Terms & Conditions designed to protect the Home Inspector so you can only recover their Inspection fees from them. The Lessee is not responsible (except in cases of negligence) so the Property Owner ends up getting a bill larger than it had to be.
A Property Owner company can end up paying out Thousands of Dollars each year on repairs that should have been known beforehand and cost far less to repair.
